AfDB and South Africa’s SIU Partner to Strengthen Anti‑Corruption Efforts Across Africa

ABIDJAN, Côte d’Ivoire, October 3, 2025 — The African Development Bank Group’s Office of Integrity and Anti‑Corruption (PIAC) has signed a Memorandum of Understanding (MoU) with South Africa’s Special Investigations Unit (SIU) to bolster the fight against financial crime and corruption across the continent.

The agreement, signed on 3 July 2025 in Pretoria, establishes a framework for cooperation in technical assistance, research, capacity building, and training.

Representing the Bank, Paula Santos Da‑Costa, Director of PIAC, said the partnership would help ensure resources are used for their intended purposes, strengthening development outcomes:

“This agreement allows us to learn from each other and build on the SIU’s strong record in asset recovery. It also opens the door to immediate collaboration on project integrity reviews, which have already proven effective in safeguarding infrastructure investments.”

Advocate Andy Mothibi, Head of the SIU, welcomed the partnership:

“This MoU comes at a pivotal moment, with South Africa chairing the G20 governance framework in 2025. It provides a platform to advance public integrity, asset recovery, and accountability across sectors — from border management to healthcare — while ensuring whistleblowers are protected.”

The collaboration reflects both institutions’ commitment to strengthening governance, enhancing accountability, and ensuring public funds are used effectively to drive Africa’s development.
